I... Have no idea how to make a tut of this... Ok, maybe I do and maybe I could, but really now...
It's all random splattering, some parts mixed with white mat acrylic when the watercolour is still wet, smudged with fingers, added more deeper blue/indigo or purlpe mix to get darker parts, let it dry and lastly splattered/dripped the lil' white acrylic dots.
That's all.
Do you normally do the person/foreground first and work around in the background?
I... Get sloppy at some point and then I do this... Splatters.
Well, the bg over here is a combination of watercolours and white acrylic + white acrylic splatter dots after the previous layers were dry.
And usually I paint first the person/creature first and then the bg. ^^
